“The GOP Senate is celebrating like they just won the Super Bowl —but what they’ve really done is take a bad bill and make it even worse.
“Let me break it down in plain language.
“This so-called ‘Big Beautiful Bill’ is filled with provisions that would harm everyday Americans—especially those in Louisiana. It slashes Medicaid, threatens critical flood protection and disaster response, and makes it harder for working families to access healthcare, housing, and higher education.
“And now they’ve made it even worse—adding more corporate giveaways, cutting energy assistance for seniors, and attacking programs that support our schools, hospitals, and historically marginalized communities.
“It also threatens resources for our veterans, weakens supports for people living with disabilities, and undermines our efforts to address environmental and climate challenges that directly affect the Gulf Coast.
“They’re calling it a win. But here in New Orleans, in our river parishes, coastal communities, and urban centers throughout our state, we know better. This bill is a disaster in disguise, and our constituents will bear the burden if it becomes law.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congresswoman Nancy Mace (R-SC) introduced the VA Flood Preparedness Act, a bipartisan bill that will strengthen the protection of Department of Veterans Affairs (VA) medical facilities against flooding and rising sea levels.
“In Louisiana we know all too well the damage that storms and floods can bring,” said Rep. Carter. “After Hurricane Katrina, the V.A. Center in New Orleans was severely flooded, shutting down operations at this critical site. This bill will help position V.A. centers across the country so that they can better partner with local authorities on flooding studies to better identify the shortcomings of the past and shore up facilities to serve veterans for generations to come.”
This bill would allow the VA to contribute funds to local governments and agencies to help reduce the risk of flooding near VA medical centers. Additionally, it requires the VA to report to Congress on the level of flood risk at each facility and whether additional resources are needed to manage future challenges.
“Our veterans should never have to worry about floodwaters shutting down their care,” said Rep. Mace. “This bill is a proactive, commonsense fix to stop problems before they start. The men and women who served this country earned reliable care and it shouldn't disappear just because there is heavy rain.”
Background:
The VA Flood Preparedness Act will:
- Allow the VA to provide financial contributions to local authorities for flood mitigation projects adjacent to VA facilities.
- Require the VA to submit a report to Congress within two years assessing the flood risk at each of its medical facilities and whether additional resources are needed to reduce those risks.
The bill updates existing VA construction law (Title 38, Section 8108) to explicitly include mitigation of flooding risks, including those linked to climate-driven events such as sea level rise.

This resolution is intended to raise awareness about men's health issues and promote preventive care.
“As Co-Chair of the Men’s Health Caucus, I’m proud to introduce this resolution designating June 2025 as National Men’s Health Month,” said Rep. Carter. “This is about saving lives. Men across the country—especially men of color—are dying too young from diseases we can prevent, detect, and treat. We’ve made progress, but our work is not done. Awareness alone isn’t enough, we need action. Men’s Health Month is a call to men, their loved ones, and all of us to take men’s healthseriously. No more waiting until it’s too late.”

“Supporting the designation of the month of June 2025, as ‘National Men’s Health Month.’
“Whereas, despite advances in medical technology and research, American men now live an average of nearly 6 years less than women, and American Indian/Alaska Native and African American men have the lowest life expectancy;
“Whereas heart disease, cancer, unintentional injuries, diabetes, chronic lower respiratory diseases, chronic liver disease and cirrhosis, influenza and pneumonia, and Parkinson’s disease according to the Centers for Disease Control and Prevention, lead to death in men at a higher age-adjusted rate than women;
“Whereas African American and Hispanic men have a higher prevalence of chronic diseases such as diabetes and obesity, compared to non-Hispanic White men and are less likely to seek care from a health professional;
“Whereas the Lifespan Gender Gap grew through most of the 20th Century from less than 2 years to 7.7 years before peaking in 1979 and then declining to 4.7 years in 2010 (a reduction of three full years) before increasing to 5.3 years in the most recent reports;
“Whereas the rise, fall and rise again of the Lifespan Gender Gap show that the gap does respond to public policy and public education and that there is nothing inevitable or inexorable about the premature death of men;
“Whereas suicide is among the top 10 causes of death for men, with an overall rate nearly 4 times higher than the rate for women and ranks as the second highest cause of death for men in 2 age groups, from ages 1 through 19 and ages 20 through 44;
“Whereas men on average experience a heart attack 7 years earlier than women;
“Whereas testicular cancer is one of the most common cancers in men between the ages of 15 and 34, and when detected early, has a 95-percent survival rate;
“Whereas, according to the American Cancer Society, the number of colorectal cancer cases among men is expected to be over 110,000 in 2025, and over 64,000 men are expected to die from it;
“Whereas, according to the Centers for Disease Control and Prevention, 13 out of every 100 American men will develop prostate cancer during their lifetime;
“Whereas, according to the American Cancer Society, an estimated 313,780 men will be diagnosed with prostate cancer in 2025, and an estimated 35,770 of them will die from the disease;
“Whereas African-American men in the United States have the highest incidence of prostate cancer;
“Whereas African-American men are 1.76 times more likely to be diagnosed with, and 2.20 times more likely to die from, prostate cancer compared to White men;
“Whereas significant numbers of predominantly male-related health problems, such as prostate cancer, testicular cancer, infertility, and colon cancer, could be detected and treated in the early stages if men were more widely aware of the many early detection and screening tools and preventive measures currently available;
“Whereas educating both the public and health care providers about the importance of early detection of male health problems will result in reducing rates of mortality for these diseases;
“Whereas appropriate use of tests such as prostate-specific antigen exams and blood pressure and cholesterol screens, in conjunction with clinical examination and self testing for problems such as testicular cancer, can result in the detection of many of these problems in their early stages and proper treatment can nearly eliminate the risk of death from prostate cancer and testicular cancer;
“Whereas, according to the most widely cited study, the Cleveland Clinic MENtion It Survey, two-thirds (65 percent) of men tend to wait as long as possible to see their doctor if they have any health symptoms or an injury, and among men surveyed, men ages 35 to 54 are more likely to agree they tend to tough it out as long as possible before going to the doctor (72 percent), compared to men 55 and up (59 percent);
“Whereas women are nearly twice as likely as men to have visited the doctor in the past year;
“Whereas men are less likely than women to visit their health center or physician for regular screening examinations of male-related problems for a variety of reasons, including fear of learning or confirming health status or condition, embarrassment, lack of health insurance, lack of information, and high out-of-pockets costs;
“Whereas ‘‘National Men’s Health Week’’ was established by Congress and first celebrated in 1994 and urges men and their families to engage in appropriate healthbehaviors, and the resulting increased awareness has improved health-related education and helped prevent illness;
“Whereas the Governors of all 50 States have issued proclamations declaring Men’s Health Week in their States, as have mayors of over 350 cities;
“Whereas since 1994, ‘‘National Men’s Health Week’’ has been celebrated each June by hundreds of States, cities, localities, public health departments, health care entities, churches, and community organizations throughout the Nation that promote health awareness events focused on men and families;
“Whereas men who are educated about the value that preventive health care can play in prolonging their lifespan and their role as productive family members will be more likely to participate in health screenings;
“Whereas men and their families are encouraged to increase their awareness of the importance of a healthy lifestyle, regular exercise, and medical checkups; and
“Whereas, June 2025, is ‘‘National Men’s Health Month’’, which has the purpose of heightening the awareness of preventable health problems and encouraging early detection and treatment of disease among men and boys:
“Now, therefore, be it Resolved, That the House of Representatives—
“(1) supports the annual ‘‘National Men’s Health Month; and
“(2) requests that the President issue a proclamation calling upon the people of the United States and interested groups to observe ‘‘National Men’s Health Month” with appropriate ceremonies and activities.”

“We are in hurricane season — and instead of strengthening our ability to protect families, the Trump administration is cutting the very tools our scientists and emergency responders need to track deadly storms.
“Let me be clear: the federal government just announced it will stop using satellite data that helps us ‘see inside’ hurricanes — even at night, even when planes can’t fly. This data helps us spot when storms are getting stronger fast — what experts call ‘rapid intensification.’ That kind of warning can save lives.
“As a proud member of the Homeland Security Committee, with direct oversight of FEMA, and as Co-Chair of the Congressional Resilience and Recovery Caucus, I am appalled.
“This isn’t just some policy debate in Washington. This is about protecting the people of Louisiana — our families, our homes, and our future.
“We already know this season is expected to be worse than normal. Yet with no warning, they’re pulling the plug on 50% of the satellite data our hurricane experts rely on during our most dangerous months.

“The Supreme Court’s decision to rehear this case is a disappointing but not unfamiliar step in the long struggle for fair representation in Louisiana. While the Court did not overturn the map today, its refusal to resolve the issue only prolongs uncertainty.
“Let me be clear: the map currently in place reflects the demographic reality of our state and the legal mandates of the Voting Rights Act. Louisiana is one-third Black, and our congressional delegation should reflect that. Both the Middle District of Louisiana and the Fifth Circuit Court of Appeals affirmed this principle when they ruled that a second majority-minority district is not just fair—it is required by law.
“The map adopted by the legislature was a product of bipartisan negotiation, judicial review, and compliance with federal law. It is not a racial gerrymander—it is a remedial measure responding to decades of underrepresentation. The fact that two Black members of Congress were elected under this map is not evidence of unfairness; it is evidence that the system can work when fairness is the goal.
“The ongoing legal challenges are deeply troubling, especially when they are driven by bad-faith arguments that twist the Equal Protection Clause into a weapon against equitable representation. Attempts to roll back the progress we’ve made are not about the Constitution—they're about power.
“As the Court prepares to revisit this case, I’m reminded of what’s at stake: the right of every Louisianian—regardless of race—to have a voice in our democracy. The Voting Rights Act was designed to protect that right. It’s time we uphold it, not undermine it."

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congressman Mike Ezell (R-MS) introduced the Strengthening American Maritime Dominance Act (SAMDA), a bipartisan bill designed to maximize investment in infrastructure for cargo ports and support American manufacturing jobs.
“This legislation allows our ports, the economic engine of Louisiana, to upgrade their facilities with American-made infrastructure, strengthening our economy and national security,” said Rep. Carter. “This will give our maritime businesses and workers the necessary resources to expand their operations and prosper. I want to thank my colleague Congressman Ezell for leading this bipartisan effort with me.”
The SAMDA would expand the Capital Construction Fund (CCF) program to allow Marine Terminal Operators (MTOs) to use a tax-deferred account to purchase American-made cargo handling equipment.
“Strong ports mean a strong economy,” said Rep. Ezell. “This bill is about smart investment—making sure our ports have the modern infrastructure they need to move goods efficiently, support American manufacturing, and protect thousands of jobs. “The targeted shootings at the homes of Minnesota Senator Hoffman, Speaker Emerita Hortman, and their spouses are abhorrent acts of political violence — and an attack on the very core of our democracy.
