WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congressman Paul Tonko (D-NY) introduced the Public Health Air Quality Act of 2025. This bill will increase air pollution monitoring and improve public health by expanding community-level sensors and requiring real-time, accessible data so people, especially in overburdened communities, can better understand and respond to pollution that harms their health. This legislation will help provide the data and tools to deliver clean air nationwide, especially for communities near industrial facilities. The Congressmen introduced their bill to mark the anniversary of the Clean Air Act, which was signed into law on December 17, 1963.

“For far too long, Black, brown, and low-income neighborhoods have been forced to bear the brunt of toxic air pollution with little transparency or accountability,” said Rep. Carter. “The Public Health Air Quality Act is about environmental justice at its core: giving communities the data, monitoring, and protections they deserve so that no child’s health or life expectancy is determined by their zip code. Clean air is not a privilege—it is a fundamental right, and this legislation moves us closer to delivering that promise for every family in America.”

Industrial and environmental pollutants disproportionately impact communities of color and low-income communities. Exposure to industrial waste products endangers our communities with increased vulnerability to cancer, asthma, early mortality, and neurodevelopmental conditions. For years, communities across the country have called for practical solutions to ensure we have the information and tools to deliver clean air nationwide.

“We know the harm caused by poor air quality: increased risk of cancer, asthma, childhood mortality, the list goes on,” said Rep. Tonko. “We also know that black and brown communities, and low-income communities are the most likely to be burdened with the worst impacts of toxic air pollutants. It is incumbent on Congress to take action to protect public health and improve air quality, which is why I’m proud to join my colleagues to introduce this legislation that bolsters air monitoring in the communities that need it most and ensures the air we breathe is clean and safe.”

In addition to Reps. Carter and Tonko, the Public Health Quality Act is co-sponsored by Reps. “For too long, our most toxic industries have been put next door to low-income communities and communities of color—forcing these communities to shoulder the devastating health consequences of legacy air pollution and other environmental injustices, including alarming rates of cancer and asthma,” said Senator Duckworth. “The Public Health Air Quality Act would help better protect these vulnerable families by strengthening our national air monitoring system. Background:

The Public Health Air Quality Act:

 

  • Requires EPA to implement fenceline monitoring to track toxic air pollutants linked to high local cancer risks and other acute and chronic health threats, including neurodevelopmental impacts in early life, based on the best available science, and proximity to places like schools where children and families spend time.
  • Ensures that fenceline monitoring and continuous emissions monitoring are integrated as core components of national air standards for chemical, petrochemical, and other sources of toxic air pollution linked with some of the most serious illnesses and health concerns.
  • Requires a rapid expansion of the National Ambient Air Quality Standards (NAAQS) monitoring network through the addition of at least 180 new air quality monitoring stations, including stations in communities where this is most needed.
  • Deploys at least 1,000 new air quality sensors in communities facing unhealthy air to boost and complement the NAAQS monitoring network and enhance communities’ access to information.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congressman Richard Hudson (R-NC) introduced the bipartisan Next Generation 9-1-1 Act. This bill will modernize the nation’s emergency communications systems, strengthen public safety, and ensure first responders have access to real-time information during emergencies.

 

“We have fully entered the digital age, and it only makes sense that our 9-1-1 systems evolve with it,” said Rep. Carter. “The Next Generation 9-1-1 Act is innovative, common-sense legislation that moves our nation’s legacy 9-1-1 call centers into the modern era. People rely on smartphones, tablets, and other devices in every part of their daily lives. They should be able to use them when it matters most. Public safety must remain a top priority, and it’s time to fully embrace the technology we have to save lives.”

 

Research found that only 13 percent of the nation is served by NG-9-1-1-capable services, and most 9-1-1 services are relying on systems designed decades ago. These outdated platforms cannot process text messages, images, or video, even though over 85 percent of Americans now own a smartphone. Without this legislation, emergency communications will continue to face delays, dropped calls, and limited situational awareness for first responders. The Next Generation 9-1-1 Act will help local agencies to deploy modern, secure, data-driven systems that improve emergency response, protect first responders, and save lives.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA), alongside Representatives Sharice Davids (D-KS), Mike Flood (R-NE), and Tracey Mann (R-KS), introduced the Securing America’s Fuels (SAF) Act, bipartisan legislation designed to strengthen the sustainable aviation fuel (SAF) industry, increase demand for American agricultural products, and reduce emissions in the transportation sector.

 

“Without coordinated action between government and industry, greenhouse gas emissions will continue to increase as more people and goods fly through our skies,” said Rep. Carter. “Sustainable aviation fuel is an exciting, new green fuel that’s creating jobs in Louisiana and driving demand for American agricultural products. I’m proud to introduce this bipartisan legislation to ensure America is on track to meet the growing demand for cleaner transportation and healthier communities.”

 

The sustainable aviation fuel (SAF) industry currently relies on the 45Z Clean Fuel Production Tax Credit to make production economically viable. While recent legislation extended the credit for all clean fuels, it eliminated the SAF-specific bonus.

Background:

 

The SAF Act would:

 

  • Reinstate the SAF bonus credit eliminated under the recent federal budget, allowing qualifying SAF producers to receive up to $0.35 or $1.75 per gallon.
  • Extend the 45Z Clean Fuel Production Tax Credit for all clean fuels through 2033, providing long-term stability for the growing clean fuels industry.

 

Sustainable Aviation Fuel is a game-changer for local communities, agriculture, and the transportation industry. Scaling SAF to meet U.S. goals could generate 33,000 construction jobs over five years, sustain 4,500 permanent operations jobs, and support 60,000 jobs in agriculture and logistics by 2030. SAF can also reduce lifecycle greenhouse gas emissions by up to 80 percent, delivering major environmental benefits while using existing aviation infrastructure.

 

SAF is already being produced at several Louisiana facilities, positioning the state to lead in the growing clean-fuels economy while leveraging its existing industrial skilled workforce and port infrastructure. It also helps diversify Louisiana’s energy industry while creating new jobs, attracting investment, and strengthening long-term economic resilience.

 

In June, Reps. Carter and Flood introduced the bipartisan Sustainable Aviation Fuel (SAF) Information Act. This bill directs the United States Energy Information Administration (EIA) to include Sustainable Aviation Fuel (SAF) on its weekly and monthly reports, consistent with other fuel types that the agency regularly tracks.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA), alongside Reps. Julia Letlow (R-LA), Cleo Fields (D-LA), Clay Higgins (R-LA), Mike Ezell (R-MS), and Lizzie Fletcher (D-TX), introduced the National Flood Insurance Program Automatic Extension Act of 2025. The bill ensures that the National Flood Insurance Program (NFIP) automatically continues its core operations even if Congress misses a scheduled reauthorization deadline.

 

“The lapse of the National Flood Insurance Program isn’t a partisan problem — it’s a people problem. Families shouldn’t lose their coverage or face higher premiums because of political gridlock,” said Rep. Carter. “Our bipartisan bill is about fairness and stability. No family should lose coverage because of a political stalemate in Washington. This bill ensures homeowners and businesses have protection when they need it most.”

 

This legislation ensures that the NFIP can continue issuing and renewing flood-insurance policies, servicing policies, paying claims, and carrying out administrative functions despite political dysfunction in Washington. Specifically, the program’s Congressional authorization would automatically extend through the end of the federal fiscal year following the “terminal fiscal year,” unless Congress reauthorizes it for a later date.

 

“Louisianans know all too well the toll that dangerous flooding can take on homes, families, and communities. During the recent government shutdown, families were unable to renew or access new flood insurance policies - removing a valuable lifeline for so many people. Through the NFIP Automatic Extension Act, Congress can ensure that Washington drama doesn’t have real world consequences for flood-prone communities in South Louisiana,” said Rep. Letlow.

 

“Extending the National Flood Insurance Act of 1968 simply makes sense. In the state of Louisiana and across the nation, millions of homeowners, insurers, and businesses rely on the NFIP as a lifeline to stay insured and rebuild after disaster. This extension gives the people the stability they deserve, and it most certainly ensures we aren’t gambling with people’s lives while Congress finishes the long-term reforms this program needs,” said Rep. The Senate companion of The National Flood Insurance Program Automatic Extension Act of 2025 was introduced by Senators Bill Cassidy, M.D. (R-LA) and John Kennedy (R-LA) in November 2025. The bill is endorsed by the Coalition for Sustainable Flood Insurance, United Policyholders, Mortgage Bankers Association, Greater New Orleans Inc., and HousingLOUISIANA.

 

"The NFIP Automatic Extension Act is a common-sense measure to guarantee stability of the program and consistency for policyholders.  Flood events - affecting 99% of U.S. counties over the past twenty years - persist regardless of federal shutdowns.  After NFIP's 43-day lapse, followed by its 34th short-term extension, Congress should enact safeguards in advance of the January 30, 2026 deadline ahead," said Michael Hecht, President & CEO of Greater New Orleans, Inc., on behalf of the Coalition for Sustainable Flood Insurance (CSFI).

 

"The National Flood Insurance Program is a critical lifeline for American households to avoid economic ruin from flooding disasters. Background:

 

The NFIP is a federal program administered by the Federal Emergency Management Agency (FEMA) that provides flood insurance to homeowners and businesses, aiming to reduce the financial impact of flooding. The program is vital for Louisiana, a state with extensive low-lying areas and frequent exposure to hurricanes and heavy rainfall. The NFIP helps protect residents from devastating financial losses due to flood damage, encourages responsible development in flood-prone areas, and supports rebuilding efforts after disasters—making it a critical safety net for Louisiana’s communities. Over the last decade, Congress has passed 34 short-term NFIP authorization extensions, which have been attached to contentious government funding bills.

 

The National Flood Insurance Program Automatic Extension Act of 2025 was filed in response to recurring lapses and near-lapses in NFIP authorization, which have created uncertainty for homeowners, homebuyers, insurers, and lenders. Without a valid NFIP authorization, no new or renewal flood insurance policies could be issued, which could stall real-estate transactions, leave properties in flood-prone areas uninsured, and slow down housing markets, especially in areas prone to flooding.

 

By guaranteeing that flood insurance remains available even during legislative delays, the National Flood Insurance Program Automatic Extension Act aims to provide stability and continuity in flood-risk protection. That continuity benefits homeowners and businesses by preserving coverage and claim protections and supports the broader real estate market by reducing the risk that home closings or refinancing deals are derailed because flood insurance is unavailable when required.

 

Rep. Carter and Ezell introduced H.R. 2822, the National Flood Insurance Program Authorization Extension Act in April to avoid a lapse in program authorization resulting from a government shutdown. This bill would have extended the program through December 31, 2026. They also introduced H.R. 5848, the NFIP Retroactive Renewal and Reauthorization Act in November, legislation to backdate reauthorization of the National Flood Insurance Program (NFIP) to September 30, 2025, while extending the program’s authorization until December 31, 2026. This bill ensures that policyholders who plan to renew are not punished due to the lapse in NFIP reauthorization due to the Republican government shutdown.

 

Rep. WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congresswomen Ilhan Omar (D-MN), Lateefah Simon (D-CA), and Dina Titus (D-NV), leaders in the Congressional Cannabis Caucus, introduced the Realizing Equitable & Sustainable Participation in Emerging Cannabis Trades (RESPECT) Resolution. This sense of Congress acknowledges steps and practices to create an equitable cannabis industry that addresses, reverses, and repairs the consequences of the failed “War on Drugs.”

 

“Marijuana prohibition has failed our communities,” said Rep. Carter. “It has disproportionately harmed people of color, fueling mass incarceration, ruining families, taking away opportunities, and burdening them with criminal records. It's past time for the federal government to address the racial disparities that persist in the cannabis space and create inclusive pathways for people to access economic wealth.”

 

Arrest and incarceration rates for marijuana offenses have been wildly disproportionate, with people of color far more likely to be targeted despite using marijuana at similar rates as white Americans. These laws have entrenched cycles of poverty and inequality. As more states continue to implement or expand marijuana legalization policies, job growth will continue in the industry, making it imperative to create a pathway to economic empowerment for Black and Brown communities to become entrepreneurs, leaders, and educators in this space.

 

“For decades, harsh cannabis laws devastated Black, Brown, and low-income communities. Today, those same communities are facing new barriers that prevent many of them from benefiting from the opportunities offered by a multi-billion-dollar industry,” said Rep. Omar. Congress has a responsibility to ensure that cannabis policy expands access to capital and invests in entrepreneurs whose communities were most harmed by outdated drug laws.”

 

“We must elevate the role of equity in the legal cannabis marketplace and take bold, deliberate action to close persistent disparities. The war on drugs has devastated communities of color, and it is long past time to repair the harm and move beyond outdated, punitive cannabis policies," said Rep. The RESPECT Resolution: 

 

  • Urges cannabis reform by encouraging states and localities to adopt the best steps and practices to address equity in the industry and provide economic empowerment to communities of color disenfranchised by the “War on Drugs.”
  • Acknowledges the racial disparities that exist in the cannabis industry, particularly for those who have criminal records for a substance that is now legal and regulated in most states.
  • Calls on Congress to address, reverse, and repair the consequences of failed cannabis policies and regulations.
  • Directs the United States to use its platform to advocate at the United Nations to de-schedule cannabis from international drug control treaties, expunge low-level marijuana offenses, study the impacts of controlling cannabis through international treaties, and treat cannabis as a legal commodity.

WASHINGTON, D.C. – This week, Congressman Troy A. Carter, Sr. (D-LA), Co-Chair of the Bipartisan Congressional Flood Resilience Caucus and the Bipartisan Congressional Disaster Preparedness & Recovery Caucus, and Congressman Greg Steube (R-FL) reintroduced the Clean Up Disasters and Emergencies with Better Recovery and Immediate Support Act (Clean Up DEBRIS Act). This bill would allow common interest communities, condominiums, and other private housing cooperatives to receive debris removal assistance from the federal government, ensuring all families are afforded the same critical services after a natural disaster or emergency.

 

“Storms don’t discriminate based on race, gender, political party, or how much money you make — and everyone deserves the same opportunity to recover when a natural disaster strikes," said Rep. Carter. “The Clean Up DEBRIS Act fixes a long-overdue inequity that left thousands of our neighbors paying out of pocket just to remove a tree from their front porch or clear debris that threatened their safety. This bill is about fairness, public safety, and making sure communities can get back on their feet quickly before the next storm comes. I’m proud to lead this effort, and I’m fighting to ensure every Louisiana family gets the disaster relief they deserve.”

 

Under current federal law, the Federal Emergency Management Agency (FEMA) may deny debris removal assistance to certain types of residential property owners by refusing to reimburse local governments for performing critical debris services on those properties. Condominiums, manufactured home parks, co-ops, and common interest communities are most often excluded from these vital services, leaving residents subject to special assessments levied by homeowners associations to cover costs that FEMA refuses.

 

“When a natural disaster strikes, debris and wreckage affect the public health and safety of all Americans. Back-to-back disasters pose a significant threat as vegetative and construction debris become projectiles in subsequent storms,” said Rep. Steube. “Unfortunately, FEMA and its policy guidelines have arbitrarily determined that only some homeowners may receive help in removing debris, while condominiums, multifamily properties, and manufactured homeowners are left to foot the bill themselves. That is why I am introducing the Clean Up DEBRIS Act. This bill will close this unfair gap in disaster relief and bring lifesaving services to all residential property owners.

“These are militarized forces who are not trained in our local laws, not trained in community-based de-escalation, and do not know our neighborhoods or our people. That is a recipe for fear, confusion, and dangerous mistakes.

 

“There is nothing cute or clever about ‘Swamp Sweep’-style operations. There is nothing funny about workers staying home because they fear being detained and disappeared into a system they do not understand.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) released the following statement after Louisiana was approved (again) for Broadband Equity, Access, and Deployment (BEAD) funding under new guidelines from the Trump administration:

 

“In January of this year, Louisiana became the first state in the nation to secure federal approval for our plan to deploy over $1.3 billion in BEAD funding. This achievement is a testament to the bipartisan nature of Louisiana’s approach to universal connectivity and illustrates how we should all strive to treat broadband access in our states. The state began the BEAD application process under Democratic Governor John Bel Edwards. It completed its plan under Republican Governor Jeff Landry, who called this program ‘a generational investment that will create thousands of jobs, drive billions in economic growth, and transform Louisiana communities in all 64 parishes.’

 

“However, after the Trump administration took office, just a week after Louisiana received approval for its final proposal, the Commerce Department withheld the funding that would have otherwise put shovels in the ground in just six weeks.

 

“Unfortunately, the Trump administration decided to overhaul the BEAD program, upending years of planning and forcing all states, including Louisiana, to scrap their work and start over.

The administration’s program changes prioritize short-term cost savings and Elon Musk's business interests, namely Starlink, over the durable, future-proof connectivity of fiber optic cable. Millions of Americans will now receive second-tier internet coverage technologies, including in my district and many other areas across Louisiana.

 

“While the state’s new plan for BEAD-funded infrastructure deployment has finally been approved (again) under the Trump administration’s new rules, an estimated $800 million in BEAD funding allocated to Louisiana that the state plans to use for ‘non-deployment’ initiatives remains in limbo, awaiting federal approval.

 

“I agree with Governor Landry that states need guidance and quick approval of these remaining non-deployment funds, which will go towards vital initiatives in Louisiana such as improving rural telehealth and workforce development.

 

“Finally, I want to thank the Louisiana Office of Broadband Development and Connectivity (ConnectLA) and Executive Director Veneeth Iyengarfor partnering with me to make this funding a reality.”

 

Background:

 

Under the original BEAD plan, Louisiana would have seen:

  • Connecting approximately 140,000 locations to high-speed internet through funding awards to 20 internet service providers.
  • More than 90% of these locations were set to transition from zero connectivity to future-proof broadband fiber.
  • Altogether, these broadband investments would have driven significant economic growth for the state, creating approximately 10,000 new jobs.
  • Approximately 95% of locations served would have received future-proof fiber optic cable networks.

 

Under the new BEAD plan, Louisiana will see:

  • Connecting approximately 130,000 unserved and underserved locations across the state through funding awards to 14 internet service providers.
  • Support the creation of potentially 2,000 less jobs.
  • 78.1% of locations will be served by fiber broadband networks, 8.5% by low Earth orbit (LEO) satellite networks, 5.1% by cable, and 5.7% by fixed wireless.

 

Many Louisianians will now receive Elon Musk’s Starlink LEO satellite internet connection instead of the fiber optic cable planned in Louisiana’s initial BEAD proposal. The lifespan of a fiber cable can exceed decades, while low Earth orbit (LEO) satellite options face affordability, longevity, and spectrum capacity constraints, making LEO a temporary solution that is wildly more expensive in the long run.

His remarks as prepared are below:

 

“Mr. Chairman, thank you for the opportunity to speak. New Orleans welcomes partnership. We do not welcome occupation.

 

“What is being planned for our region is not real public safety. It is a political stunt wrapped in badges and guns. Up to 250 Border Patrol agents are being lined up to sweep through New Orleans, Jefferson, St. Bernard, St. Tammany, even up toward Baton Rouge and into Mississippi – with almost no notice, no transparency and no meaningful coordination with local leaders.

 

“These are militarized federal agents who:

  • Are not trained in our municipal laws
  • Are not trained in de-escalation in our neighborhoods
  • Do not know our communities, our culture, or our people

“That is a recipe for fear, confusion and mistakes.

“We have already seen what this looks like in other cities. In Charlotte, more than 20,000 children stayed home from school because families were terrified of raids. An American citizen was arrested. In Chicago, there were reports of helicopter deployments and tactics that looked more like a war zone than a neighborhood.

“Now they want to bring that same approach to New Orleans under names like “Swamp Sweep” or “Catahoula Crunch.” There is nothing cute about families living in fear. There is nothing funny about workers being told not to show up on Friday because their boss is afraid they will be picked up and disappeared into a system they do not understand.

“Most immigration violations are civil matters. Yet this operation is being designed and marketed like a paramilitary show of force.

“If President Trump truly wants to help New Orleans and the surrounding parishes, there are real ways to do it:

  • Help us recruit and retain well-trained local officers.
  • Help fund modern tools, technology, and data-driven policing.
  • Help invest in training for de-escalation, mental health response and community engagement.
  • Help strengthen the partnership between federal, state and local agencies in a way that is transparent, coordinated and accountable.

“But not like this. You do not build trust by dropping in armed agents who answer to Washington, do not understand local law, and then sweep through commercial corridors and neighborhoods. You do not build safety by driving families into the shadows, emptying out workplaces and classrooms, and creating an atmosphere where people are afraid to call the police when they are victims or witnesses of crime.

“As the Congressman for New Orleans, Jefferson, St. Bernard and the River Parishes, I am saying plainly:

  • We will always stand for the rule of law.
  • We will always stand for safe communities.
  • And we will always stand against tactics that terrorize families and undermine the trust that true public safety requires.

“I am deeply saddened by the passing of Jim Bernhard, a giant of Louisiana industry and a powerful force for progress in our state. Jim was more than a business leader. He was a visionary who built opportunity where others saw obstacles. From the Shaw Group to Bernhard Capital Partners, his work transformed lives, created thousands of jobs, and reshaped the economic landscape of Louisiana. His impact will be felt for generations.

 

“Jim was also a committed civic leader, a proud Democrat, and a man who invested in the people and communities of south Louisiana. His leadership extended far beyond boardrooms. He believed in service, in lifting others, and in giving back to the state he loved.

 

“This loss is deeply personal as well. Jim is the father of James “TresBernhard III, one of my most valued and trusted advisors on my congressional staff.
