WASHINGTON, D.C. – Congressman Troy A. Carter Sr. (LA-02) issued the following statement on the assassination of Haitian President Jovenel Moïse:
“Early Wednesday morning it was reported by Haitian media that gunmen invaded the residence of President Jovenel Moïse and his wife, Martine Moise. President Moïse was assassinated while First Lady Moïse remains in critical condition. I was saddened to hear of this violent and undemocratic act. My heart goes out to the Haitian people during this turbulent time, I offer deep condolences and pray for peace and stability for Haiti in the coming days. I wholeheartedly stand with President Biden in his message of support and assistance for the Haitian people.”

WASHINGTON, D.C. – Today, Congressman Troy A. Carter Sr. (LA-02) lauds the passage of his amendment to H.R. 3684, the INVEST in America Act. His amendment protects America’s horses from being moved across state lines by ground transport and then exported to Canada and Mexico to be butchered for human consumption.
“Horses aren’t bred for food, and Americans don’t want them bought under false pretenses, forced into overcrowded trailers, tormented on a thousand-mile journey, and then prodded to slaughterhouses,” said Congressman Carter.
“This is not a new issue for Congress - a lot of work has been done by great members on both sides of the aisle to put an end to this horrible practice - and a lot of ground has been gained. However, a legal loophole allowed tens of thousands of American equines to be exported each year to Canada and Mexico for slaughter. The conditions on these journeys are particularly inhumane, with horses crammed inside trailers for long journeys without adequate water, food, or rest. I offered this amendment because it was a chance to end this heinous practice once and for all and I am glad to see its successful passage.”
“I want to thank Chairman DeFazio and his staff for working with me to turn this into such a strong amendment. I also want to thank my colleagues who joined with me in offering this amendment. “This range of support only happens because it’s something Americans agree on. Today, America agreed to fully ban the transportation of horses for slaughter. I hope the Senate will act next to turn this into law.”

WASHINGTON, D.C. – Today, Congressman Troy A. Carter Sr. (LA-02) joined his colleagues in voting in favor of H.R. 2662, IG Independence and Empowerment Act. The bill includes his amendment that ensures that each Inspector General (IG) is the highest-paid person in their respective office. This bill would strengthen the independence of IGs and protect their ability to report abuses at federal agencies.
“Inspectors General need the autonomy and authority to do their jobs without political interference, said Congressman Troy A. Carter, Sr. That is why I was proud to vote yes on H.R. 2662, the IG Independence and Empowerment, which includes my amendment to ensure this increased autonomy comes with pay that reflects the responsibility.”
“Inspectors General play a key role in our government. They provide transparency and accountability into government programs and spending, help prevent waste, and fix mismanagement and abuse. The last four years have shown us that IGs need to be better protected from political interference to carry out their work. This bill gives them the protection and support they deserve. I offered my amendment because if we want the best people working these integral jobs, we need to make sure their pay matches their importance.”
H.R. 2662, IG Independence and Empowerment Act:
- allows an IG to be removed only for cause, such as for documented malfeasance.
- requires the President to explain any failure to nominate an IG and adds provisions regarding acting IGs when an IG position is vacant.

“Today, I was proud to vote to replace the bust of Chief Justice Taney, author of the Dred Scott decision, with the bust of Justice Thurgood Marshall, the first Black American to serve on the Supreme Court, said Congressman Carter.
“The halls of Congress should reflect the principles that America was founded upon. There is no room for slaveholders or segregationists in ‘The People’s House.’ These painful symbols of racism, intolerance, and white supremacy do not deserve to be enshrined in our nation’s capitol or anywhere in our society. Today and always, I will fight to right historic wrongs and continue ensuring Congress upholds our American ideals of equality and justice for all.”

St. James, Louisiana - Congressman Troy Carter (LA-02) joined Cedric Richmond, Senior Advisor to President Biden, and Dr. Dewayne Goldmon, Senior Advisor for Racial Equity (USDA) to announce debt relief for socially disadvantaged farmers under the American Rescue Plan Act (Section 1005). Congressman Carter stated:
“This is a historic opportunity to create long-overdue equity for farmers who have been left behind due to decades of discriminatory practices. Today, the Biden Administration made a huge down payment to right this wrong.
I want to thank the Biden Administration, Secretary Tom Vilsack, and the entire USDA team for their work to ensure Black farmers and farmers of color have equitable access to debt relief. I also would like to thank my colleague, House Agriculture Committee Chairman David Scott, for championing this landmark piece of legislation and ensuring its inclusion in the American Rescue Plan.
These loan repayments give farmers and ranchers who have been discriminated against new tools and opportunities to compete on level ground. This is an important step to advancing equity and addressing systemic racism in USDA programs.”

WASHINGTON, D.C. - In a statement issued today by Congressman Troy A. Carter, Sr., the Congressman offers his sincere condolences to the Ronald Greene family for the loss of their loved one, and the extreme pain associated with their journey to have all of the disturbing video released publicly.
“This tragic loss of life at the hands of officers who are sworn to protect and serve is simply unacceptable. These acts of abuse and apparent cover up must be dealt with swiftly, and where the law was violated, prosecuted. Such egregious acts must be discouraged from ever happening again.
Prosecuting wrongdoers after the fact, however, is not enough. We must pass safe and effective police reform legislation like the George Floyd Policing Act so that the resources are available to improve policing while protecting our communities.
I will be monitoring the Department of Justice's investigation into this incident and will fight to ensure that its results are thorough and transparent. The people deserve better. I will continue fight for justice, transparency, and systematic police reform. We can never heal the family’s sorrow or bring back Ronald Greene, but we can, and must, put policies in place to prevent this sad and far too often abuse of power from occurring on our streets.”

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (LA-02) announced the selection of three Member Designated Projects to be submitted for consideration as part of the House Committee on Transportation and Infrastructure’s Member-designated project initiative.
Member Designated Projects is a new initiative for Fiscal Year 2022 that allows Members of Congress to request direct funding for projects that benefit the communities they represent. This new initiative is coupled with stringent eligibility, ethics, and transparency requirements. The projects selected increase safety, economic development, and livability and convenience of communities in Louisiana’s 2nd District. They were all supported by the Louisiana Department of Transportation and Development.
To ensure oversight, transparency, and accountability throughout the process, Members who submit a Member Designated Project request must also post the request online to their official House.gov website. The Committee will also publicly post all submitted Member requests on the Committee website following the closure of the database.
Additionally, Members are required to provide a signed certification form for each project indicating that the Member, their spouse, and immediate family members do not have a financial interest in the project and an explanation as to why it is an appropriate use of taxpayer funds.
“I am proud that one of my first acts in Congress is submitting these projects to the Transportation and Infrastructure Committee on behalf of our district, said Congressman Carter. Delivering federal resources to Louisiana’s 2nd Congressional District is one of my top priorities, and as a member of the House Transportation and Infrastructure Committee I will continue to do all that I can to invest in our community’s infrastructure, further ensuring that our residents and businesses enjoy the increased safety, economic development, and overall quality of life that investing in infrastructure provides.”

Project Description and Explanation: The LA 428, General Meyer Boulevard Improvement Project will provide safety and efficiency upgrades to General Meyer Avenue (LA Highway 428) through the Algiers Neighborhood of New Orleans. The project includes the enhancement of transit stops and the addition of sidewalks and bike lanes along the mixed residential commercial corridor. This project will also improve access for pedestrians and users of transit on General Meyer, support the continued economic revitalization of the corridor as a vibrant main street and emerging center of community and regional significance and will address concerns related to speeding and safety through the incorporation of sidewalks, bicycle lanes, and transit stops into existing available right-of-way. This project is supported by The Louisiana Department of Transportation and Development and the New Orleans Regional Planning Commission.

Location: Intersection of Harding Lane and Scenic Highway in Baton Rouge, Louisiana
Requested Amount: $4,000,000
Project Description and Explanation: The US 61 at LA 408 Intersection Improvements Project is at the Harding Lane and Scenic Highway Intersection, which is adjacent to the Southern University in Baton Rouge. This intersection is in dire need of safety protections to decrease the likelihood of, or potential for, a crash. This project would provide those safety precautions and specifically outlines a section for Bike and Pedestrian Safety which allows for increased consideration of pedestrians and bicyclists creating a safer community and ensuring the intersection has the capacity to handle increased traffic needs safely. This project is supported by the Louisiana Department of Transportation and Development.

Project Name and Location: LA 3127 Project
Location: LA 3127 in St. James Parish
Requested Amount: $10,000,000
Project Description and Explanation: The LA 3127 Project will help upgrade the LA 3127 corridor through St. James Parish. LA 3127 is a 30 mile, 2-lane arterial serving industrial and residential interests on the West Bank of the Mississippi River. The corridor includes large tracks of developable property and requires significant transportation upgrades in order to support large industrial operations. The project includes the addition of two lanes to complete a 4-lane divided facility, this enhancement would allow for the efficient movement of the expected large numbers of workers, raw material and products associated with industrial operations. This project will also help minimize traffic disruptions, increase safety by providing a median between opposing lanes of traffic, and will have a significant positive economic impact at the state and local level. This project is supported by the Louisiana Department of Transportation and Development.

WASHINGTON, D.C. – Today, Congressman Troy A. Carter (LA-02) announced that the U.S. Department of Transportation, Maritime Administration has designated Delgado Community College as a Center of Excellence for Domestic Maritime Workforce Training and Education (CoE).
The CoE program was established by Congress under Title 46 of the U.S. Code.
“It is with great pride that I announce the designation of Delgado Community College as a Center of Excellence for Domestic Maritime Workforce Training and Education,” said Congressman Carter. “This designation recognizes Delgado Community College’s continued commitment to ensuring their graduates are prepared for a career in the maritime industry. I am privileged to have an institution within my district that values academic excellence and prioritizes job preparedness for their graduates. Delgado Community College utilizes superior education to train graduates and equip the maritime industry with qualified graduates fortified with the tools necessary for success. I am honored to recognize them with this designation.”

“I am deeply saddened to hear the news of Buddy Roemer’s passing. I join our entire state in mourning the loss of a revered public servant. Buddy’s intellect was unmatched, demonstrated during his tenure as a public servant and his business acumen thereafter. His free thinking approach to legislating allowed him to accomplish several legislative feats including reforming campaign financing and increasing teacher pay. In addition to his legislative accomplishments, Buddy was also instrumental in pulling Louisiana out of one of the worst financial crisis in years.
I hope all of the people of Louisiana will join Ana and I in praying for Governor Roemer’s family, especially his wife Scarlett and his three children, his many friends and the people of the 2nd Congressional District.
May he rest in peace.”

WASHINGTON, D.C. – Today, Congressman Troy A. Carter (LA-02) issued the following statement regarding the tornado that touched down in New Orleans early Wednesday, May 12, 2021.
"Today, our community arose to the devastating impact of an EF-0 tornado that touched down between Claiborne and Carrolton before traveling across the Mississippi River to Algiers, said Congressman Carter. Fortunately, I am thankful to report that no one sustained severe injuries on Wednesday.
As those that sustained damage begin the journey toward recovery, I want everyone to know that my office is working with state and local officials to help those displaced or impacted by this event get the relief they need."
