Appropriations Request
As your Representative in Congress, I can submit federal program and funding priority recommendations to the Appropriations Committee of the U.S. House of Representatives that reflect the needs of our district.
There are three types of requests that you can submit to my office—Community Project Funding requests, programmatic requests, and language requests—listed in the order they appear on this webpage:

A Programmatic Appropriations Request is a type of funding request made to the U.S. Congress during the annual appropriations process. It refers to a request for Congress to allocate a specific amount of funding to an existing federal program—rather than creating a new program or directing funds to a specific project or recipient (which would be considered an "earmark").
A Community Project Funding Request is a type of funding request made to the U.S. Congress during the annual appropriations process. It refers to funding for a specific project, formerly called an "earmark." If you submitted a project request for FY26, you must resubmit for FY27 to be considered for funding. Congressman Carter can only select 15 projects for funding consideration. Projects that do not fit the House Appropriations guidance will not be considered. It is important to note that the budgetary constraints currently facing the federal government limit the opportunities for programmatic funding. Submitting a request for funding does not guarantee that funding will be appropriated.
Transparency
The final 15 CPF requests selected and submitted by Congressman Carter to the Appropriations Committee will be posted on this page. Members will be required to certify that neither they nor their immediate family have a financial interest in the CPF requests made.

Purpose: Funding will equip law enforcement agencies across 10 parishes with essential public‑safety equipment not available through local budgets, improving community safety.

Purpose: This project redesigns the LA‑47/Lincoln Beach Blvd corridor by narrowing lanes and adding pedestrian, bicycle, and transit amenities to improve safety and access to the Lincoln Beach area.

Purpose: The renovation of the third floor of the Benson Tower to accommodate the new Xavier School of Medicine. Project involves converting the space into several classrooms, an auditorium/conference facility, and space for students and faculty to meet. The classrooms will be built out and furnished with state-of-the-art medical school teaching equipment.

Purpose: The Safe Children Initiative Firearm Storage Program will distribute free biometric gun safes to gun owners across seven parishes in Southeast Louisiana, where accidental death from firearm misuse is consistently a leading cause of death for children.
