Appropriations Request
As your Representative in Congress, I can submit federal program and funding priority recommendations to the Appropriations Committee of the U.S. House of Representatives that reflect the needs of our district.
There are three types of requests that you can submit to my office—Community Project Funding requests, programmatic requests, and language requests—listed in the order they appear on this webpage:

The deadline for submissions is April 24, 2025
A Programmatic Appropriations Request is a type of funding request made to the U.S. Congress during the annual appropriations process. It refers to a request for Congress to allocate a specific amount of funding to an existing federal program—rather than creating a new program or directing funds to a specific project or recipient (which would be considered an "earmark").
A Community Project Funding Request is a type of funding request made to the U.S. Congress during the annual appropriations process. It refers to funding for a specific project, formerly called an "earmark." If you submitted a project request for FY25, you must resubmit for FY26 to be considered for funding. Congressman Carter can only select 15 projects for funding consideration. Projects that do not fit the House Appropriations guidance will not be considered.

It is important to note that the budgetary constraints currently facing the federal government limit the opportunities for programmatic funding. Submitting a request for funding does not guarantee that funding will be appropriated.
Transparency
The final 15 CPF requests selected and submitted by Congressman Carter to the Appropriations Committee will be posted on this page. Members will be required to certify that neither they nor their immediate family have a financial interest in the CPF requests made.
FY2026 Projects Requested
1. Project Sponsor : BioDistrict New Orleans
Address: 701 Loyola Ave #56181, New Orleans, LA 70113
Amount Requested: $5,000,000
Purpose: The renovation of the third floor of the Benson Tower to accommodate the new Xavier School of Medicine. Project involves converting the space into several classrooms, an auditorium/conference facility, and space for students and faculty to meet. The classrooms will be built out and furnished with state-of-the-art medical school teaching equipment.

2. Project Sponsor: New Orleans Regional Planning Commission
Address: 10 Veterans Blvd, New Orleans, LA 70124
Amount Requested: $6,000,000
Purpose: The funding would be used for a "complete street" and traffic calming effort to enhance non-motorized, multimodal access to area residents.

3. Project Sponsor: First 72+
Address: 2917 Perdido St. Suite 2260, New Orleans, LA 70119
Amount Requested: $4,500,000
Purpose: This project will provide reentry service for the populations serviced by the First 72+ (men impacted by the justice system) and Operation Rescue (women and girls impacted by the justice system), including access to mental health care, housing navigation, financial literacy, childcare, and workforce development.

4. Project Sponsor: City of Westwego, LA

Amount Requested: $5,000,000
Purpose: Westwego Wastewater Treatment Plant Modernization project makes critical upgrades to the city’s existing wastewater treatment facilities to extend facilities useful life, lower operational costs, and support economic development.

5. Project sponsor: Manning Family Children’s
Address: 200 Henry Clay Ave., New Orleans, LA 70118
Amount Requested: $3,000,000
Purpose: Funding will support the Morgan Rae Center for Hope, Child Abuse Program. This project provides support services for child victims of abuse and witnesses to violence.

6. Project Sponsor: United Way of Southeast Louisiana
Address: 2401 Canal St., New Orleans, LA 70119
Amount Requested: $4,000,000
Purpose: The Safe Children Initiative Firearm Storage Program will distribute free biometric gun safes to gun owners across seven parishes in Southeast Louisiana, where accidental death from firearm misuse is consistently a leading cause of death for children.

7. Project Sponsor: New Orleans Public Belt Railroad

Amount Requested: $5,000,000
Purpose: The Bywater Rail Relocation project mitigates a physical barrier within the Bywater community that is posed by the rail corridor and mitigates the risk of future highway-rail grade crossing accidents/incidents.

8. Project Sponsor: Ascension Parish Government

Amount Requested: $3,744,000
Purpose: The LA73-LA429 Intersection Improvement project will upgrade the intersection into a roundabout to mitigate traffic congestion and convert sidewalks into shared-use paths.

9. Project Sponsor: Engaged Learning Strategies
Address: 610 Belle Terre Blvd, LaPlace, LA 70068
Amount Requested: $5,000,000
Purpose: The "School-within-a-School" project will support a program to re-engage at-risk and disengaged middle school students through a turnkey, customizable, and comprehensive STEM-based curriculum. The project will help divert at-risk youth from the justice system.

10. Project Sponsor: Louisiana Chamber of Commerce Foundation

Amount Requested: $3,000,000
Purpose: The Coastal and Fisheries Restoration Research and Equipment Initiative will fund Louisiana coastal erosion and fisheries restoration research and equipment.

Amount: $5,000,000
Purpose: The Christopher Park Affordable Housing Redevelopment project will create 102 affordable housing units in a blighted area, improving housing affordability and availability for working class New Orleanians.

12. Project Sponsor: Town of Lutcher
Address: 2500 Louisiana Avenue, Lutcher, LA 70071
Amount Requested: $3,500,000
Purpose: The King Avenue Road Rehabilitation Phase 3 is the final phase of the project, which will complete a new concrete roadway protecting the town’s main thoroughfare from flooding.

13. Project Sponsor: Jefferson Parish Coroner’s Office

Amount Requested: $3,100,000
Purpose: The Advanced Forensic Center Equipment project will purchase state-of-the-art forensic equipment for a new Advanced Forensic Center that Jefferson Parish and neighboring criminal justice organizations will utilize in the southeast Louisiana area.

Amount Requested: $3,500,000
Purpose: The St. Claude Avenue Culvert Drainage Improvements Project will complete drainage improvements to mitigate flooding for residents and industry in the Arabi community.

Address: 1610 Reverend Richmond Wilson Drive, Kenner, LA 70062.
Amount Requested: $4,305,800
Purpose: The Kenner Sewer/Wastewater Treatment Plant and Stabilization and Improvement Project makes upgrades the city’s sewer system to improve stormwater drainage and reliability for the area near MSY Airport.
