FY25 Appropriations

Chairwoman Rosa DeLauro announced that the House Committee on Appropriations will be accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2025 and there is no guarantee that all requested projects will be funded. The FY2025 CPF process has a limited scope with combined earmarks capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below.

Please note:

  • Congressman Carter will NOT accept CPF requests for projects outside of LA-02.
  • All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
  • A request submitted to Congressman Carter does NOT guarantee the project will be selected.
  • The selection of a project does NOT guarantee it will be funded by the Appropriations Committee.
  • The Committee will NOT provide cost-share waivers and grantees are legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria.

FY2025 Projects Requested

 

  1. PROJECT SPONSOR: BioDistrict New Orleans
    Address: 1515 Poydras St., Suite 150, New Orleans, LA 70112
    Amount Requested: $5,000,000

    Purpose: The renovation of the third floor of the Benson Tower to accommodate the new Xavier School of Medicine. Project involves converting the space into several classrooms, an auditorium/conference facility, and space for students and faculty to meet. The classrooms will need to be built out and furnished with state-of-the-art medical school teaching equipment.

  2. PROJECT SPONSOR: New Orleans Regional Planning Commission

    Amount Requested: $6,000,000

    Purpose: The project is a "complete Street" and traffic calming effort to enhance non-motorized, multimodal access to area residents. Project involves improving the LA 47/ Hayne Blvd. corridor to undertake a narrowing of the vehicular roadway from four lanes to two lanes. The project includes bicycle, pedestrian and transit stop amenities. Project will also enhance safety by implementing traffic calming measures designed to slow traffic that has been documented to be traveling at extremely high and unsafe speeds. The project works in conjunction with the City of New Orleans's efforts to revitalize Lincoln Beach near the Little Woods section of New Orleans East.

  3.  PROJECT SPONSOR: Ascension Parish Government

    Purpose: The project will mitigate traffic at an existing signalized intersection, utilized by residential, commercial, and industrial traffic in a federally designated disadvantaged area. The project will also upgrade some alternative transportation infrastructure, including converting sidewalks into shared use paths.

  4. PROJECT SPONSOR: First 72+

    Purpose: To expand critically needed comprehensive reentry programming in New Orleans. The project helps thousands of formerly incarcerated Louisiana residents annually become self-sustainable through comprehensive, evidence-based reentry support while also reducing systemic barriers to reentry. The mission of the First 72+ is to stop the cycle of incarceration by fostering independence and self-sustainability for formerly incarcerated people through stable housing, gainful employment, and financial security.

  5. PROJECT SPONSOR: City of Gretna

    Amount Requested: $5,000,000
    Purpose: The project will upgrade the current water treatment facilities for the City of Gretna to bolster its resiliency and increase capacity. Parts of the project include retrofitting a current bypass to almost double its capacity, the replacement of one pump system and installation of a new valve and the construction of a new dolphin to replace one that is currently deteriorated and non-functional.

    Purpose: To assist Dillard University in expanding its crisis intervention workforce program. Graduates from this program will be able to better assist LEOs with people experiencing mental health episodes, and free up police and first responders to pursue more serious, violent crime.

    Purpose: T​​he project will reduce the stormwater input to nearby Sewerage and Water Board Pump Station #7 by roughly 10% by developing and implementing completely natural stormwater management. Project will be entirely inside park grounds with no intrusion to surrounding neighborhoods. Currently stormwater from City Park accounts for 8.7% of the flow at Pump Station #7 during the peak of a storm event. New Orleans City Park aims to be a leading contributor to alleviating the impacts of flooding in the City of New Orleans.

    Purpose: Construction of NOPB Bywater Rail Relocation project will reroute the NOPB’s Front Belt main line around the edge of the neighborhood through the site of the now-disused Naval Support Activity (NSA) complex. Project will result in the closure of five existing public highway-rail grade crossings within the federally designated disadvantaged Bywater neighborhood of New Orleans.

    Purpose: The Dryades YMCA refurbishment project is a comprehensive community development initiative aimed at revitalizing the local area through multifaceted programs and services.   1. PROJECT SPONSOR:  City of New Orleans

    Purpose: The purpose of this project is to develop a walking bridge over Hayne Boulevard to access the Lincoln Beach area. The site was opened in 1939 and was managed by the City as a public beach, amusement park, and economic hub for the New Orleans East region until its closure in 1965. Since the closure, structures, and facilities at Lincoln Beach have gradually deteriorated over time due to a lack of maintenance and a barrage of hurricane impacts. The City has assessed the current conditions and identified the types of mitigation and construction activities that would be necessary to safely return the property to public use. A focal point of this project is the access bridge, which will safely carry people and utilities over the levee wall and Norfolk Southern rail line from Hayne Blvd to the site.

  1. PROJECT SPONSOR: City of New Orleans - Office of Criminal Justice Coordination

    Purpose: In 2022, 265 people were murdered in the City of New Orleans. To combat this epidemic of violence, a complex public health problem with numerous interconnected causes, New Orleans needs a robust, comprehensive community violence intervention program that addresses key drivers of risk – disconnection to supportive work and entrenched mental health needs. The project funding will include staff to support participants, including, but not limited to, cognitive behavioral therapy specialists, case managers, community outreach workers, and project management staff. The funding will also support participant wages and more fungible uses to support participant participation such as transportation.

    Purpose: Public safety is paramount to thriving communities. This project will allow the Louisiana Sheriff’s Association to provide training, resources, and programming to local law enforcement agencies within the ten parish areas of Louisiana’s Second Congressional District to reduce recidivism.

    Purpose: Local District Attorneys' Offices have made tremendous strides over the last 12 months, due in significant part to strong engagement with local law enforcement and public officials to accommodate needs precipitated by a historic rise in crime. However, there is still a heightened need to hire and retain experienced assistant district attorneys. It is also of the utmost importance that we use every tool to retain invaluable institutional knowledge and fill critically needed positions. All funding for this project will go towards the recruitment, retention, and training of district attorneys.

  1. PROJECT SPONSOR: YWCA New Orleans

    Amount Requested: $1,845,000
    Purpose: In the aftermath of Hurricane Katrina, all the buildings owned by the YWCA Greater New Orleans, a non-profit organization, were completely destroyed. This funding request will augment the budget for the construction of a new facility funded in part by FEMA, a Loan from the State of Louisiana PROP Program, and the City of New Orleans.  In September of 2022, the YWCA Greater New Orleans broke ground and started construction of a 17,000 sq ft facility to house programs targeted at women, children, and families designed to improve educational opportunities for youth, provide support for working mothers and women as well as contribute to the growth of local economies through job creation.

  1. PROJECT SPONSOR: Dillard University

    Amount Requested: $5,000,000
    Purpose: Dillard University's 150-year-old campus recently experienced recurring power outages due to aged electrical infrastructure.  These interruptions displaced students, threatened physical health due to poor ventilation, and disrupted research and community outreach programming. The current electrical system is unreliable, inefficient, and cannot support demand for current facilities which inhibits the expansion of community outreach programs and economic development.  The complete construction and redesign of the electrical infrastructure is imperative to promoting energy efficiency and long-term sustainability.  It is also critical to supporting the revitalization of the community and economic development for the University's planned construction of its new mixed-use residential, community, and retail facility. This project will enhance energy efficiency, restore jobs, and offer health and educational services for youth, the elderly, and the community at large in this economically disadvantaged neighborhood.

  1. PROJECT SPONSOR: Delgado Community College

    Amount Requested: $4,850,000
    Purpose: The Motor Vehicle Technology Center of Excellence will bring a new level of efficiency to getting trained workers in the field to meet business and industry needs. Automotive maintenance and collision repair have changed so drastically, and technicians today need highly specialized skills. The Center will greatly expand our training capacity and allow the college to triple the number of students in the programs.  The center will provide real-world experience for the next generation of auto technicians and employ students with high-paying jobs in the area and beyond, which is always a benefit to the community. The 72, 000 square feet Center will continue to support specialized training with Ford and GM programs. In addition to conventional vehicles, training will be expanded to include diesel, electric, and hybrid vehicles.  The proposed facility will allow us to expand our specialized training with Toyota/Lexus, Audi, Mercedes-Benz, Chevrolet, and many more. This will be impactful for the manufacturing industry in the state and the region.

    Purpose: The proposed project will provide lining and repairs throughout the City of Gretna’s aging wastewater infrastructure system to improve the integrity of the collection system and reduce stormwater infiltration and inflow during rain events and related sanitary sewer overflows. The system was recently stressed during Hurricane Ida, and the increasing intensity and frequency of storm events, are expected to continue to overwhelm the infrastructure, which is over 100 years old in parts of the city. This project is critical to maintaining the current level of service standards within the City of Gretna Department of Utilities and current public health standards established by Federal and State regulatory authorities.

  1. PROJECT SPONSOR: City of Westwego

    Amount Requested: $3,800,000
    Purpose: This budget is for the permitting and construction of an Elevated Walkway from the foot of Sala Avenue over LA 541 to the Mississippi River levee. The Elevated Walkway will attract both residents and tourists to enjoy the sites of the river and draw increased foot traffic to this area. The foot traffic will help the small businesses and cultural centers thrive along Sala Avenue. Moreover, an elevated walkway would protect non-motorized travel and prevent possible accidents for community river access.

    Purpose: Winn Dixie Phase II is the second and last phase of development planned on a former Winn Dixie grocery store site in the Treme neighborhood of New Orleans, LA.  The Winn Dixie project is the offsite component of the Iberville/Treme Choice Neighborhood Initiatives (CNI) Project sponsored by the Housing Authority of New Orleans (HANO) and the City of New Orleans. Winn Dixie Phase II, located at 1431 St. Louis Street will include 45 residential mixed-income units and a community room.  The acquisition and development of a former Winn Dixie grocery site immediately adjacent to the Iberville is an integral part of the CNI Plan. HANO is committed to HUD to develop this property with mixed-income rental housing.  Having completed the first phase of the Winn Dixie development in July 2021 with 76 units, HANO is now seeking this funding to accomplish the second and final phase of development for this project which will include the additional 45 units.

    Purpose: This project is designed to support the City of Baton Rouge’s Supplier Diversity Program to promote small businesses looking to expand within the region by promoting their services and increasing access to capital. As the City-Parish continues to recover from the economic impacts of COVID, providing opportunities for small businesses to participate in the contract process will provide them with crucial skills and support to sustain and grow their businesses in the long term.

  1. PROJECT SPONSOR: Town of Lutcher
    Address: P.O. Box 1128, Lutcher, LA 70071
    Amount Requested: $1,509,933
    Purpose: King Avenue is one of only two access points in the Town of Lutcher from Hwy. 3125 to Main Street (LA 641) which causes high traffic volume, approximately 1730, of both pedestrian and truck traffic. St. James Housing Authority‚ Oscar Brooks Apartment Complex, which currently houses 75 families, is located in the center of King Avenue, making King Avenue the most densely populated street in the Town. In addition to the high population, St. James Parish School Board‚ Parish-wide Monastery school is located in the center of King Avenue, resulting in numerous busses using the road as a designed school bus route. The Town of Lutcher will use the existing $500,000 in funding to construct a new roadway from West 5th Street heading towards HWY 3125, which will stop in the center of the Oscar Brooks Apartments. The additional funding being requested by the Town will be used to complete the roadway from the Oscar Brooks Apartments to Hwy 3125. Although a portion of St. James will be protected by ring levees as part of the West Shore Lake Pontchartrain project, King Avenue is outside of those limits and will likely see longer periods of high water due to the proposed levees. As we know, standing water is ruinous for our infrastructure. Without any remedy, this key Avenue will continue to be impassible which not only hurts the local economy, but could be potentially dangerous in the wake of a hurricane or any other disaster/emergency situation.

  1. PROJECT SPONSOR: Port of South Louisiana

    Amount Requested: $5,000,000
    Purpose: This plan will analyze the existing drainage system, identify drainage issues, propose improvements, and develop a capital improvements plan for the Port of South Louisiana. The proposed projects under the Port's Master Drainage Plan will be developed in coordination with the St. John the Baptist Master Drainage Plan. Projects to be included in the capital improvements plan are cleaning and widening existing drainage ditches throughout the site, cleaning existing drainage pipes and culverts, improvements to existing subsurface drainage systems on site, installing new drainage pipes and structures as required to convey stormwater through the site and creating detention ponds on site to store stormwater during rainfall events to minimize overburdening the existing drainage systems outside the Port's property. This project will not only address flooding issues on the Port's Property but will prevent adverse impacts offsite to the neighboring communities.

    Purpose: The funding would be used to create an Indoor Swimming Facility that will offer year-round water safety instructions, water aerobics for adults and seniors as well as recreational swimming. This facility will be only 1 of 2 public swimming facilities located on the Westbank of New Orleans in a community of middle to low-income residents.

    Purpose: The funding would be used to help equip the STEM Innovation Center (currently under construction) with state-of-the-art equipment for engaging students across the STEM educational and career pipeline in hands-on STEM learning. This expansion will help ULLA meet long-term needs of young adults and adults, close the wealth gap, and strengthen the economy with higher employment rates.

    Purpose: The funding would be used for the development of educational programming and exhibit material exploring the often overlooked story of American women in the uniform service during WWII. This would also cover the costs of supplemental educational and outreach materials as well as digital content. This "Our War Too; Women in Service" project will be a groundbreaking and the most comprehensive display of educational material on the service of women in WWII ever produced on this subject.

  7. PROJECT SPONSOR:  Odyssey House Louisiana, Inc

    Purpose: The funding would be used to complete the $13.5 million renovation of its historic 1125 N. Tonti facility, located in the Treme-Lafitte neighborhood of New Orleans. Upon completion, the 1125 N. Tonti project will have dual meaningful interventions for individuals with substance use disorders and it will also allow OHL to bring its 150-year-old facility up to code, render the facility Americans with Disabilities Act (ADA) compliant, ensure that OHL meets all licensing requirements, and expand access and improve the overall quality of services and safety for clients in treatment and staff providing care.

  8. PROJECT SPONSOR:  Louisiana Chamber of Commerce Foundation

    Purpose: The funding would be used to provide technical assistance geared to Black, Indigenous and People of Color (BIPOC) small business owners and valuable workforce training services to under-employed, unemployed, or hard to employ residents. The Center will serve as a small business incubator, providing over 30 businesses a year with the skills, support, and training they need to grow their businesses, improve the economic foundation of their communities, and provide stable, good-paying jobs for low-income residents. The Center will focus on small businesses owned by BIPOC-residents and those working within the Agriculture and Aquaculture industries. The Center will also provide a variety of workforce training services to under-employed, unemployed or hard to employ residents geared toward securing employment in the Agriculture and Aquaculture industries.

    Purpose: The funding would be used to convert a previously abandoned 1846 historic Tremé home into a community resource center that will house our community impact programs including an afterschool youth program/summer camp (Anna’s Place NOLA), food pantry, community/cultural support hub, and homeless outreach. Dodwell House will expand academic tutoring, STEM enrichment, music/art classes and therapy, wellness classes, and job/college preparation to students in the triple digits within our first 24-48 months. Located steps from the largest homeless encampment in the city, Dodwell House will allow us to provide refillable water stations, increase our yearly distributed meals to 7,000, and provide free telehealth care through our partnership with Ochsner Medical Center.

    Purpose: The funding would to establish a network of disaster resilience hubs with solar power and back-up batteries at churches and civic institutions that will remain online after a disaster. This strategy enhances the ability of congregations and community-based organizations to assess needs quickly and provide emergency assistance to their communities. Following a disaster or power outage, Community Lighthouses will provide emergency services, including food and water, cooling and charging stations, and support for people with medical needs. Solar panels and back-up batteries will enable community organizations to continue operations when the electric grid fails, while also helping New Orleans transition to renewable energy and create jobs that prioritize workforce development and living wages for local, Black and Brown residents.

    Purpose: The funding would allow for replacing the City’s gas lines in the interest of public safety. The current infrastructure consists of old cast iron distribution mains for the City’s natural gas system. Decades of corrosion to the system has left Donaldsonville in a state of emergency.  Replacing their natural gas system is vital for the health and public safety of the community due to the imminent danger posed by the risk for potential gas leaks.
